payment of wages

Dear members,

we have hired certain people through contractor. previously our office falls under "B" class city   and  we were paying minimum wages  as applicable to central sphere. But recently we have shifted our office from "B" class city to " C" class city. The contract period is upto october 2010, as such we will be paying minimum wages of "B" class city  as per the contract till october. But if we continue after october, whether we can pay the reduced wages as applicable to "C" class city for same employees.  Is there any provision/ judgement, which prohibits such action. please answer.

In the first instance, the decision to pay lesser wages than the contract labour were paid in B class is faulty.

Have they been appointed under a FTC and if so on what terms, if the terms of the FTC specifies a tenure and fixed wages (in line the minimum wages), it won't be proper to alter the working conditions to a less favourable

payment terms (even though that may fall well within the limit of minimum wages in the new place.
