Penalty for returning back the papers

Dear Concern

Greetings

A sale deed presented to the sub-registrar for registraton and that was refused in the 2012. A appeal was filed to Appellant Authority. The hearing stars in 2015 and order was passed in April 2015 to register it and reman back to the sub-registrar.

After four months, sub-registrar is not giving the paper back.

Now there is any pentaly which one can file for the delay.

I read somewhere  that there are percentages of the registration fess + 100 Rs. fine will be paid if the document will not be given in the prescribed time after the removal of all discpreancy. 

If yes, please provide the list.

It is a state matter.

 

You can obtain it from same office or thru RTI.

Some legal experts should contribute as to whether it can amount to 'Contempt of Court" (if it was a legal proceeding) or deficiency of services/Negligence under CP Act to claim compensation from Sub-Registrar through District Consumer Forum.
