For what reasons a land registration by a power agent is kept pending by the registrar

Yes. state full details.  The Registrar may keep the document on certain grounds. You may ask the SR to inform you the reasons for pending.  for any reason the he thinks to refuse registration, then he must inform you for refusing registration of the document.
