Physically challenge eligible for full pension?

Dear Experts,

 

Do physically handicapped (mentally retarded) person is eligible for full pension through out the life, the father of the said person was working in a AP-State Govt organisation....there they have approved the full pension for some time and later on they have decreased the pension amount almost to 50% of the full pension, i heard somewhere that the Mentally retarded person is eligible for full pension through out the life is is true..Pls help with ur valuable advice and any G.O regarding the full pension for mentally retarded person. Your advice can be a great help for the person who is suffering.

Although the Dept. in which deceased employee shall be happy to provide the reasons, you may look into the attachment.

 

"Where a Government servant, who is governed by the Workmen's Compensation Act, 1923 (8 of 1923), dies while in service after having rendered not less than seven years' continuous service, the rate of family pension payable to the family shall be equal to 50 per cent of the pay last drawn or one and a half times the family pension admissible under sub-rule (2), whichever is less"

 

"Provided that if the son or daughter of a Government servant is suffering from any disorder or disability of mind including mentally retarded or is physically crippled or disabled so as to render him or her unable to earn a living even after attaining the age of twenty-five years, the family pension shall be payable to such son or daughter for life subject to the following conditions"

The Person who is a mentally retarded age about 30 years and the concerned govt organisation granted full pension from 2005 to 2012 and later on from 2012 onwards they have decreased the amount to 50% (eg-from 5000 rs to 2500 rs) want to know is she eligible for the full pension i.e 5000/- or what they done for Rs.2500/-  is just fine as per law.
