Place of notary

Sir,

One of my friends uncle stays in USA. Now he has a tenanted room which is lying vacant. Chances are the bulding may go into re development. Now my friends uncle wishes to grant my friend a power of attorney so that my friend can adequately represent in the meetings and can do all kinds of work related to the building(except selling the room). Now problem is he cannot come to India just to prepare a power of attorney as the same need to be notarised.

Is there any other way whereby we can prepare the poa duly notarised.

Regards,
