Please can you advise on "Speaking order" and why judges issue them to the respondent.

An Order given, generally by a court, that gives an explanation or a reason or a basis up on which a conclusion or a verdict is arrived.

It is considered a good practice by courts, particularly at the higher level, that give speaking orders. A non-speaking order is more probable to be called for interference in appeals.
