If one files 340 Cr. PC in a civil case for giving false affidavit by the petitioner then he can't approach complaint case u/s 200 in court of local magistrate. Please elaborate.

Application u/s 340 is itself a complaint , concerned judge will himself write down the findings if it is definately a offence u/s 193 ipc and will transfer this complaint to competent court.
