I would like to ask that if a person driving a car in a good mood(without intake of Alcohol) and if his car hits another vehicle accidentaly. And, a case is registered in the concerned Police station/Accident PS. Then, is he deemed to be disqualified in police clearance to join a government service?

No. If he is punished by the court then only he will be disqualified from the govt., job.
