Go with private complaint directly in court. Before this, Forward copy of your complaint to your PS/ PS in your wife locality/ CVC/ President secretariat/ etc. From PS take DD no of their register entry.
But before doing all this, Be remember you have strong evidence against all accussed. Otherwise they will claim perjury from you.
My story is like this, But more critical than you. Mine better luck is that i have strong evidence.

PS: These cases are time consuming, So first mentally prepare for that. Never do any type of compromise from 498a gang members. If she agreed to come with you, Then welcome her but not other's at anytime.
