Possession date, parking query

I have purchased a flat in Bhubaneswar, Odisha in an under-construction building by a builder and did the agreement with the builder in May 2010. My queries...

1. There is no possession date mentioned in the agreement copy. In a verbal communication, the possession date was mentioned as March 2012. The builder has not completed construction yet. What is my right and how do I take this up with the builder?
2. The builder has asked Rs 1 lakh for parking. Some say that asking or paying for parking is illegal, what is the law on this... can I challenge the builder on this?
