If POA has to be registered, in some states every document needs photographs as per Government orders. What is the harm in affixing such photographs ?

Photographs are mandatory if power of attorney is to be registered with sub-registrar. No where it is provided as mandatory to affix photographs however in general practise authorities demands photographs of parties.
