A PPF account cannot be attached by the Govt. or any court of law or through any decree.
The amounts deposited in bank a/c can be.

If there is a suit pending where amount is in question the court has the power to attach the account.

Besides PPF & insurance policy under MWPA act , are there any other options to invest for common public in india (self employed) which are free from court order /decree ?

You see the court has ample power as regarding attachment, and that apart it has inherant power under section 151 of CPC.
