Procedure for contested letters of administration.

"X" applied to a District delegate court for obtaining Letters of Administration. Some of the other siblings objected and Judge has marked it as "Contested' and shelved it. Now many months has passed and nothing more is being heard in this case.

Now,

1. What is the usual procedure for contested Letters of Administration application? Will "X" have to file another suit now and again send individual summons to all siblings? Or, will the original application be automatically converted into a contested suit ? If the latter is true then why isn't the judge giving any instructions for starting this suit?

2. Is there any time limit for starting of the suit from the time that judge has declared it as "Contested"?
