During Trial, one of the accused jumped bail and Section 82 Cr.P.C proclamation was issued. Thereafter the accused does not appear on the date mentioned in the proclamation. Three months later Section 174-A is included in IPC w.e.f June 2006. only in june 2010 the accused is arrested and FIR filed under Sec 174-A. Isnt there a violation of Art 20(1) i.e ex-post facto law?
