A group A officer of central services was promoted to HAG level in December 2012.DPC was held in SEP 2012..For HAG + vacancy DPC was held in JAN 2013.Obviously same 5 nos of ACR was seen.It is heard DPC had recommended the officer for promotion. But it looks ,on some individuals lobbying, ACC differed with the view of DPC and promoted junior for the post.
Can two promotions with similar bench mark for promotion based on same ACRs be treated differently.what are the instructions on the subject
