Proof of theft of important documents

The vigilance department of Ministry of Finance is refusing to  investigate the theft of financial documents by government officials, saying that the matter is hypothetical. What proof should be provided by the person whose documents have been stolen to the ministry of finance, that the theft has actually taken place?

You can show that the documents were with the ministry of finance and the same has been stolen .... If you an acknowledgemt that the documents were kept with the ministry of finance.

It appears that the query has not been understood clearly, The documents were not kept with the finance ministry. The documents like FDs belong to a single woman  and were systematically stolen while travelling. The local police informed me that the theft of documents has become a common practice in the indian internet sector, hence a RTI request was made to the department of women and child welfare, why the savings of a single woman engineer has been stolen without a court order.This request was forwarded to Finance ministry who refuse to accept the fact that the documents are stolen, to investigate the officials responsible.
