Property law for rental.

Dear Sir/Madam, I am Nandha from Coimbatore. I rent out my property and my tenant is planing to do an 'Aromatics' plant. He may use some petroliem products or explosive materials for that. To get NOC, they requesting land documents (Patta, Sitta, EC.. etc ) apart from Leas Dead. They introduced the officer from District Collector office and he also confirmed that. My query is 1. Is it neccassary to give land documents to the tenant to get their business NOC? 2. If it is must, how can I safe guard my propery from any illeagal activities. Thanks and Regards Nandha.

Sir, The documents that are requested are not necessary for the stated purpose

Thank you Sir. But, the officer strictly asking for those documents. My tenant is in compleating stage but can't run without NOC. Is there any way that we can get writings from them stating ' this document is only fir NOC purpose and not to be used any other place' ?. I couldn't refuse as they invested lot and installation itself took 4 months for them.

Please advise how we can give photocopies in safe.
