Property purchase in JP nagar V phase bangalore

Hi Experts

I'm in negotiation to purchase a property In JP Nagar V phase within BBMP Limits

it is a B khata property with no DC conversion

I have obtained EC from almost inception and it states correct owners and transfors

I have also obtained mother deed from 1927 till date

the present owner has paid property tax till date but has not paid any betterment charges

but the RTC shows legal owner as mr.x who has transferred property long back in 1992 and then it is transferred to 3 other parties as per EC

my question is that

1. should I purchase this property with out DC conversion and with B khata and within BBMP Limits

2. what is the future course of action to convert the property to A khata
