Property registration in goa

a) What are the rates of stamp duty and registration charge in Goa?

b) Y buys from X (developer), and pays stamp duty and registration charge. After some time, Z buys the same flat from Y. Is it possible that Y may have paid only part of the stamp duty and / or registration charge?

c) If Y has only an agreement for sale with X (developer), and did not get the sale deed created / registered, does Y have clear ownership title? If Y does not have title in such a case, should Z buy from Y or from X (developer)?

First and foremost Mr. Y must get rightful documents of the property. Z must be careful before buying. Proper stamp duty and registration fee sufficiently required.

If there is a tripartite sale deed by Z (second buyer) with X (developer) and Y (first buyer), and Z gets this sale deed registered, would Z have a clear ownership title?
