Property tax

What is the law governing non payment of property tax in navi mumbai for years.  What if property tax isnt paid at all since the construction  and sale of  property was done without the knowledge on the status of the propery tax papers. whose liabiity is it to pay the property. I need the inputs for an article on property tax asap.
