Property tax notice

I have been paying regular property tax on land since the time I purchased land i.e. since 2008 till 2011.

 

Suddenly I have received a 32 A Notice from the "Zilhadhikari" & they are asking me to pay 5 lakhs tax based on market value of property....

How do I challenge their assesment order & what legal actions can I take since I have been regularly paying tax & they have suddenly come up with a notice.......Does it mean that the tax slips which were generated earlier were faulty on their side.

Can they claim at any stage any amount of tax.?
