Purchase land from the land lord which is issued from govt

Hi,

I want to purchase a land with house from the Landlord who got this land from the Government under Schedule Category. He is not able to complete his house in the given time, so the government will give this to some one. To overcome this he wants get the money which he already spent on that house. 

They will get the Registrations after 5 years not now, they have the order docs from the government stating that this Number land belongs to you. Apart from that they do not have any documents regarding the land.

If I purchase the land what kind of legal issues will come from the Land lord infuture or even with the Government in future?

There are so many lands were already been acquired/soled to other due to their money issues.

Please sujjest, How Can I proceed further to get that land with no issues in future.

Usuallly , registration is prohibited for 10 years on the land given by govt. Pl refrain from such transactions.

Thank you for the reply. Eventhough is there any possibility of purchase the land with the proper documentation like Stamp papers and legal information written on that?

Because I was trying this for one my known poor family, they do not have a house so they want to purchase this. The cost is effordable at this moment by them. So I am helping in this regard. The land owner is read to sell with the require documents if we can prepare? is it ok if I go with Notary documents? if yes, what kind of documents I have to prepare for that requirement?
