Qualifying service for calculation of total service for pension

I have served in a central govt organisation for 22 years and joined central university where I have a total 9 years of service. I have given technical resignation to my parent organisation which has agreed to bear the pension liability for the years I served their, but the university is refusing my claim on the pretext that I have served there for less then 10 years and would not get pension. Please clarify whether my qualifying service will be 22+9 or 9 years. I had followed all procedures
