queries regarding tinting of car mirrors

how can I get permission for black film on car windows , is it possible to get my car windows tinted legally ? and can police seize my hockey stick which is placed in my car by me just for safety purposes?

ok but what about hockey stick or baseball ? can I carry them in my car for safety purpose or there will any action against me by the police
