Please find attached herewith RTI appeal in respect of application
18.08.14 addressed to Board of Directors of the public sector
insurance company.
Not only the reply of the CPIO is shockingly against the spirit of
honesty transparency & accountability in public life but also it
constitutes violation of the Official Language Rules,1976,as Hindi
letter/application of the applicant has been replied in English only.
You are requested to personally interfere in the matter and
communicate the complainant action,if any,taken in the matter,within
10 days of this communication.

It is mandatory in terms of Official Language Rules,1976 to reply in Hindi to letters received in Hindi.

It is also relevant that every bank, Public Sector insurance Corp/ company is an office of Central Govt in terms of Raj Bhasha Niyam,1976.

Accordingly the complaint has also been made to appropriate authority of Central Govt.,Ministry of Home.

राजभाषा नियम, 1976 / The Official Languages Rules, 1976

नियम 5. हिंदी में प्राप्‍त पत्रादि के उत्तर हिंदी में ही दिए जाएं ।

Rule 5. Communication received in Hindi must be replied in Hindi only.

नियम 6. राजभाषा अधिनियम, 1963 की धारा 3(3) के अन्‍तर्गत आने वाले कागजात द्विभाषी जारी हो रहे हैं, यह सुनिश्चित करना उस अधिकारी का दायित्‍व है जो उन पर हस्‍ताक्षर कर रहे हैं ।

Rule 6. Both Hindi & English shall be used for all document referred to in sub-section (3) of section 3 of the O.L. Act, 1963 and it shall be the responsibility of the persons signing such documents to ensure that such documents are made executed or issued both in Hindi and in English

नियम 7. (क) कोई कर्मचारी आवेदन,अपील या अभ्‍यावेदन हिंदी या अंग्रेजी में कर सकता है ।

Rule 7. (i) An employee may submit an application, appeal or representation in Hindi or in English.

 

 

12. अनुपालन का उत्तरदायित्‍व

Rule 12. Responsibility for compliance –

1. केंद्रीय सरकार के प्रत्‍येक कार्यालय के प्रशासनिक प्रधान का यह उत्तरदायित्‍व है कि वहः

1. It shall be the responsibility of the Administrative Head of each Central

Government Office:

(क) यह सुनश्चित करे कि अधिनियम और इन नियमों के उपबंधों का समुचित रूप से अनुपालन

हो रहा है और

(i) To ensure that the provisions of the Act and these Rules are properly

complied with;

  Please find the attachment as per the above subject, I feel there is
  culture of systematic support to dishonesty in the public sector
  general insurance companies,as the Hindi Translators like me are
  honest ,most of them possess advanced qualifications,e.g. I am a
  fellow of the Insurance Institute of India,(considered the highest
 insurance qualification) therefore ,translators are discriminated against ,
 subjected to corporate hatred and forced to face the never ending
  litigations.
For your kind intervention to save the livelihood of honest hindi employee(s).
