My friend has filed a petition of RCR 9 for calling his wife who is staying with her parentas at other city.

Accordingly summons was issued and sent the same  by REGISTERED POST AD by the Court WHICH WAS REFUSED by the wife to accept it.

Please guide will it be treated  by the court as DELIVERED OR NOT.

Yes the same may be considered by the court to have been deemed to be delivered and she would be proceeded ex parte in case she does not appear on the next date of hearing

This is a clear case of satisfactory service of summon.  The court may decide the case exparte.
