Recovering dues from maintenance defaulters in township

I am a flat owner in a appartment township in hyderabad. It is recently built and all towers are are not finished yet. But we already have a registered society.

There are many flat owners in completed and handed over towers who have been living here but not have not been paying their maintainence dues despite repeated public notices and remainders and the dues from them amount to 40+ lac now.

The water supply that we have (Manjira water) is a paid subscriptttion based metered service those cost is being funded from maintaince funds. Non clearence of dues to the company will result in stopping of supply to the entire township

I understand that the law prevents cuting of baiscs like water by society, but in this case, the water supply is itself being funded from the maintaince and continued payment is required to keep it going. In this case, can the society cut the water supply to the flats of defaulters?

Does the society and paying flat owners have an obligation to ensure continued availablity of water supply to the flats of defaulters at continued expense to themselves? What happens if the society is short of funds to pay anymore?

Howerver it is not just water, but many other services are going to be affected if this continues. 

What is the best course of action for a registered society to recover the dues from the defaulters without haivng to go though complicated, expensive and time consuimg legal tussles.
