Refund of eb deposit paid as tenant

We were a tenant as a commercial establishment in a Public sector undertaking township for almost 27 years. The electricity meters were in the name of Senior Manager of the PSU and we paid the current consumption charges based on our usage. We also paid the additional current consumption deposits periodically as and when demanded by the Tamilnadu Electricity Board based on our usage. Last year we vacated the premise but the PSU is not answering our letters for the refund of deposit paid to TNEB. The service connection and meters are still held by the PSU . We wrote to them that they can either surrender the service connections, collect the deposits and refund to us or hold the service connection, pay the deposits to us and collect it from the new tenants. We are not getting any answer. Can someone guide us what we should do legally to get back our deposits as they have been paid by us?
