Refusal of laying underground water pipeline

I want to lay underground pipeline from my one farmland to another through neighbor farmland but neighbor do not permit to do so.

You have to take permission from the Grampanchayat for your pipeline. You do not have any right on neighbour land property. So take permission from the local authorities in writing.

But there might be some provision pipeline can be taken 3 feet deep from ground through mainder or so called dola or can say joint of two farmland

Nothing as such  like th 3 feet deep exception. It has to go through a execption from th Gram panchayat as rightly advised above

Well myself not from your state , was reading my state Maharashtra land revenue code for some other work .


There is provision by which for agriculture purpose you can lay underground pipe line from others plot  to your plot or mutually settlement you can make way by which water reaches your plot for agriculture purpose.

If there is no settlement between two plot holders as in your case then you need to apply to Thesildar /Mamledar and he takes final call and allow you to do so with necessary precaution and direction which you need to follow , this order is given in writing.

This order can not be challegened but Collector can only check if all is in order or there are defects and it can not be contested in Hon. Court

But your state if this powers are with thesildar /any other officer like Gram panchyat you need to check. Some time to fast /speedy disposal of application such powers can be further given below to officers under thesildar like circle , or village level so they don't need to even reach thesildar.
