Refusing to refund college fee

My niece joined Deeksha college for 1st PUC after a month she quit the college after realising the quality of education is too poor and too much discrimination between dull/ intelligent nd Poor/ rich kids. The principal is refusing to refund the fees (INR 70000). We have requested many times (thru emails and visiting personally) but nothing has helped. Can you please guide me from here? Thanks
