Regarding mortgage loan sanctioned but didn't disbursed.

Hello everyone.
I took a mortgage loan 1.5 month ago from ICICI. I provided my legal documents and they sanctioned my loan. I have a sanctioned loan message. Now they asked me for society NOC and they deducted Loan Processing from me. Now due to society rules my house size is smaller than qualifying for society share certificate. So I was unable to get NOC. Now they refused loan and Not giving me refund for Processing fees they deducted from my account. It is about 2 months their executives are not giving proper responses.

Can anyone please guide me on this? How can I get refund?

You can issue legal notice to both the parties.

Can society issue NOC for me in such cases?
Case :
They are saying me that only particular 1800sqft houses are liable to get Share certificate and NOC. The plot was that size and previous owner created four parts and built 4 duplexes and sold them. So is it possible if I am owning one of the duplexes and can I get share certificate or society NOC?
