Regarding property issue

Sir/madam, I bought a flat 4 years ago in a apartment building. In that building the common area is having a meter but it is occupied by a resident of building and say that right of that meter has been given by the builderto him and has taken money for that meter and builder is also agree with him. So basically we do not have any electricity meter in common area of the apartment. This apartment comes in jda authority. Do jda has issued any notification or guideline that meter in common area will be provided by the builder? Second thing is that the builder has made a illegal flat on the roof of the apartment. Can anything be done at this time as the building is four years old?
