Regarding rules and regulation on stp in appartment

Hello Sir/Madam

I live in a apartment in Bangalore which apparently does not have an STP, though the builder had sold it to us saying there was one. Now we realised that the sewage is being redirected and it started overflowing and stinking. we would like to rectify this issue.
In case builder is not ready to install how can we proceed with this.The correct regulation will help us to convince the builder regarding the same.

Builder was not handed over any documents, he will be doing soon. Can we refuse to get it unless this problem sorted out.

Our apartment is more than 5000 sq ft and it has 44 flats. Could someone clarify what is the rule on this - What does BBMP say regarding apartments having an STP and what does the Pollution Control Board mandate regarding the same?

Providing a Sewage treatment plant is a basic service by the builder, the construction includes the provision of STP too.  If the builder is not cooperating in this issue, issue him a notice for arranging to provide the essential requirement or else you may proceed legally against him.  Consult a lawyer locally and proceed as per his advise.
