Registrar refused to accept notice under special marriage act

Registrar refused to accept notice of marriage under special marriage act giving reasons that bride and bridegroom has just completed 21 years of age. He wants parental consent or has asked to come after bridgegroom completes 22 years of age. How can we proceed legally now?

The demand of registrar is illegal. Consult a lawyer and file suit for mandatory injunction against registrar.
