Registration of decree

There is mortgage deed by conditional sale is executed between A & B in 1992. Upon condition that if the loan amount is not repaid within time the property will be transferred to B. A went to court, court decleared B as the owner in 1995. Now both A & B died their heirs are creating disputes. City survey officer asked to register decree in order to mutate name of B as owner.
