Registration of POA

Dear, there are 7 sisters and brothers. out of which 3 if them stays in kharagpur. All of them aged 75 yrs. Another 4 of them stays in Delhi, kolkata, tatanagar and Bangalore, aged about 85 yrs. One of the sister is a oncology patient, in critical condition. Can the POA be executed in kharagpur? But 4 of them unable to present in execution...
