I have been appointed in State Govt. autonomous body (following the rules & regulation of Govt. of India) on 22-09-1988 as asst.programmer. later i have been promoted as programmer during Jun-1997 on ad-hoc basis and continously working for the past 26 years. I requested my employer to regularise my services for want of MACP. But they said that the recruitment rules for the post is yet to framed and there is no sign of activity in this regard by them. What should I do?

You can submit your grievance to personal department of Govt. of India. the portal. persmin.gov.in

there is no remedy to claim promotion to a post the RR of which do not exist.
as far as MACP is concerned you are appintee to the original post and if got no regular promotion can claim MACP
