Regularization of employees

An autonomous body of Government of India, recruited its employees on contract basis as per a decision of its Board even though the Government had created posts and sanctioned pay scales etc. The employees were recruited after following all procedures of recruitment like release of advertisements, conduct of interviews etc. (In the advertisements, there was no mention that the appointment would be on contract basis). The employees continued in service of the autonomous body for more than 20 years without renewing the contract after 2 years. Later Government of India approved all benefits etc based on Courts orders and otherwise. The body thereafter regularized the employees based on an order of the Administrative Ministry. However the Administrative Ministry is of the opinion that the interpretation of the Ministry's order was not correct and the regularization is not in order.

Can someone kindly give a few Court Orders where the Hon'ble Court has given favorable orders in support of the above kind of employees for their regularization.  And also some examples of similar cases/ organizations  where such employees can be favorably supported.
