Reinstatement with consequential benefit

Sir,

One of my friend has been reinstated in government service by Hon'ble CAT,PB,Delhi.the order as follows.

"the applicant is reinstated in service with consequential benefits of seniority, pay fixation and promotion.  He will, however, not be paid back wages for the period he has not actually worked."

my question is wheather he is eligble for EL and HPL for the termination period or not.

Kindly suggest me.

Dear sir, The order of the Hon'ble CAT enable your friend only to the  benefite of fixation of seniority and eligibility for promotion and  MONETRAY  benefits seems to be not given.  That apart, when even back wages are denied your friend cannot expect EL or HPL etc. If you are friend feel aggrieved he may prefere Appeal againt the Order of CAT.
