reject caste certificate

Is there any rule to reject caste certificate if I lost my original caste certificate please give suggestions.

I am not want to reject caste certificate, l lost my original certificate I apply caste certificate in mro office but mro rejected my application reason is last year I get caste certificate so mro telling every year caste certificate not issued. but unfortunately that certificate damaged.
