Removing of electricity wires above house

There are electricity wires above my rooftop leading to tubewell. Its very risky because its just 5 feet above rooftop. I Had given written complaint to department 3times but they ignores it: and once they told me that this will charge around rs50000 as per estimated. Please suggest me can i pay to department or is there any other way to remove these wires?
