Rental agreement bangalore

Dear Experts,

E-stamp paper for rental agreement was taken from a bank with details like 'First person'<tenant> and 'Second person'<owner>. papers were written and signatures were made on the paper. But there is not witness sign and it was not notarized. 

  1. Is that agreement still valid?
  2. Just by mere certificate number which will have tenant and owner details, can we claim that the agreement was made and tenant has stayed in that house. 
  3. What should be done with agreement once the tenant vacates the house, should it be torn off after being received the advance amount.
