Required info on offshore account

Hi All, I required information about the offshore account opening out side India. How safe and will be it accounted with India?

How to take out the money from this account? is it legal and need to declare to India?

If I want to bring this money to India, still need to pay tax?

Rama do u have any problem for opening account with 26 public sector bank & 32 private sector bank?
