Resale of flat and property tax

Dear Experts,

I am actually about to buy a resale flat in Chennai Tamabaram, which is just an year old. The flat is still in new condition as the owner has not occupied it. Have got the copy of necessary document - the registered  UDS agreement and the Construction agreement between builder and owner - not registered, as the deal was finalized before the amendment came in for registering the construction agreement in oct 2013. The EB is in the name of the owner. However, the owner has not got the property tax done in his name. When asked, he said that the association is yet to be formed and the builder will then get all these complete by then. When I insisted that to get me the property tax done in his name before we execute the sale agreement, he is not ready for the same.

Though I am aware that we can get the property tax done directly on my name by mentioning it appropriately while registering, I confused which is the right approach. Whether to insist the owner to get the property tax done and then get it transferred on to my name or proceed with the sale and then follow-up to get that in my name directly.

If you are convinced with the tile deeds you can carry on, all the other things will fall in place accordingly and more over EB CARD and PROPERTY TAX assessment are only confirming documents that the seller was resident of that place.

Thank you very much for response Raghavan sir. Since this flat has been just sold to the seller by the builder ( handed over sometime april-may this year as per the seller ) and he has not yet occupied it, I was but apprehensive about the fact the property tax has not been done yet.
