Resigned without letter of prior notice

Dear Sir/madam,

 

An employee of our concern has left the job without any resignation letter or 1 month notice. As per company's rule the employee can resign with one month notice or paying one month salary in leiu thereof. As she left without any information, the company had to withhold the last month salary. 

I want to clarify, is the company rule correct as per labour laws. or what exactly the law says?

In the given case, the company rules is paramount. But the  company could relax the condition at its will and pleasure.
