Responsibility of flat owners association to cover the staff under accidental insurance

Our Apartment has an Owners Welfare Association with 108 members. Recently a security of our apartment (hired through an agency)met with road accident and injured. The Agency has not taken any accidental insurance policy for their staff. Likewise, we have directly employed 3 house keeping staff and one STP operator. What is the procedure for covering these staff under accidental & life insurance. is there any legal responsibility on the part of our Association to insure them compulsorily. pl advise
