Restaurants rules: where should exhaust fan outlet be led?

We see that lot of restaurants have exhaust fans from their kitchens and this are is released to surroundings. This spreads the foul smell of what they are cooking continuously and is a great nuisance. They may not make ducting for releasing this air. In comparison, any chimney that they need to have, it needs to be raised to the maximum elevation present in the building.

I want to know whether there are any restrictions on releasing the air from exhaust fans from such restaurants to atmosphere thus saving the neighbours and other residents in the building of the food smell through the day.

I want to know these rules for Maharashtra.
