Private entities are beyond ambit of RTI Act and there is no such designation of Public Information officers in private organisation.
If the contractor is not maintaining such register properly, first you have to make complaint to Inspector of labour and ask him to collect the muster roll copies for verification. Once contractor submits that to Labour inspector you can obtain the same from Labour dept., which is within ambit of RTI Act.
Under RTI Any Citizen can collect such information that is already available in custody and control of Public Authority in material form. Please read this single sentence to understand basics of RTI.

Raju garu,
When you have lot of workers and when your contractor is not giving a full salary, payment slip and other benefits you have to mobilize the workers, collect evidence and approach local labor inspector and worker's union for help. Do not expect that someone from the outside world comes and helps you. You have to work out for a remedy yourselves as a group with the assistance of local union leaders.

If the employer is a public authority (i.e PSU, a public sector bank etc), then only you can make use of RTI provisions in getting information. But what you will do with the information?
As learned friend Shri GLN Prasad, the contract raj is a social malady and collective bargaining alone can provide the right path.
