Rights of tenants

I am a Tenant residing in an Apartment consisting around 25 Flats.  Some of those residing are owners and many of them are tenants.

An amount of Rs 600/= per month is being paid by those who residing in this twin-block apartment in Chennai.  Through some old 'Message Board' I understand that an Aoosicationi is in existence.  However, no one are producing any Accounts to any residents.  The residents are facing multiple problems, including low voltage, water supply, lift non-function etc.  However, no one are showing any interest in attending to any of the problems.  For the past 48 hours or so, we have gone without a drop of water, causing great inconvenience.  Due to the voltage problem, AC is not functioning, givng us sleepless nights.

I have a good raport with my house owners.  However, due to some personal clashes with some of the other owners, my house owner is not able to attend to our issues.

Under the above circumstances, I want to know -

1)  Is there any rule / law making it mandatory for those who collect amount from tenants - to keep / submit / produce accounts to those who are contributing?

2)  If no person is identified to report problems in a multi-storyed apartment, is there any way to come out of this situation?

3)  If some of those rersiding, happened to be 'Owners' do they have more voice in the maintenance of the flats (including common problems).  If such individuals are trying to dominate without any specific  authority / post in the Association of the Flat, is there any for the other tenants to resist him?

If someone knowledgeable in this regard make a speedy and worthy reply, it will be very helpful to me.

Some one has to take responsibility to take care of the building. Generally the builder must take care of that when new constrcted building. or else the owners of the flats must have responsibility for maintanance. They have to form a society for the management of the building property.

A tenant has no right in the building under ownership act to ask for accounts.  Instead, the owner of flat may file complaint with deputy registrar of society about the same.
