Rti commn late action

Sir I have asked tender papers through RTI last year. But PIO refused. Ist appeal authority also refused. Then I applied 2nd appeal to RTI Commn. 12 months passed but not yet received. I intend to file writ to pray quick remedy. I need it to submit as a doc in a court. Who r to add as respondents in the petition. Pl tell sir
